The Market Readiness Assessment helps stakeholders assess if a city is positioned to avail debt financing based on its financial performance. It is not a creditworthiness assessment, but an indicative evaluation of financial health serving as a precursor.
The framework evaluates a city across several indicators related to revenue, expenditure, liquidity, and debt performance (where applicable). The assessment is based on self-reported audited financial statements and property tax data submitted on the City Finance platform.
The methodology, including parameters and scoring logic, has been developed with reference to the CWAS-CRDF-CEPT Creditworthiness Assessment Framework (April 2024) .
